I don't know about you, but I have read a ton of marketing self-help books.  You can spend so much time reading about marketing that you don't actually do any marketing!  It's called avoidance.

Whenever I find myself in the trough between hope and despair, I turn to the following web sites** for inspiration and "what to do next" planning.

Robert Middleton's "InfoGuru Marketing Manual" for independent service professionals. If you are a freelance writer, that is exactly what you should be. Independent and professional.  Robert's manual and other products help get you to that happy place  You can check him out here.

Now if you are looking for a swift kick in the pants and a quick and dirty - but quite brilliant - marketing game plan, I highly recommend C J Hayden's book "Get Clients Now!: A 28 day Marketing Program for Professionals and Consultants". It is a day-by-day, blow-by-blow, map of how to get there from here.  If you want your feet held to the fire, her book is a great place to start.

Robert W. Bly's book "Secrets of A Freelance Writer: How to Make $100,000 a Year" is a gem.  I have lost track of the number of books he has written on the topic of making a living as a writer, but I would start with this one.  His advice is bang on.
